· Research and assess the requirements and needs of the departments and agencies, collaborate with Information Systems teams and stakeholders.

· Meet with decision Makers, system owners, and end users to define business, financial and operational requirements and system goals.

· Recommend efficient business and operational systems and technology solutions in support of core organizational functions, business processes and policies.

· Self-motivated, able to work independently with little direction

· Review and analyze the effectiveness of existing systems and develop detailed functional specifications for improving or further leveraging these systems.

· Identifies client organization’s strengths and weaknesses and suggested areas for improvement.

· Advanced ability to communicate ideas in both technical and user –friendly language

· Excellent interpersonal, oral and written communication skills

· Advanced training and communication skills

· Demonstrated ability to write complex Technical documents

· Strong team skills with ability to mentor junior team members

· Create Analyze, and validate detailed functional specifications.

· Advanced requirements analysis and documentation skills
